Treat On Subak Preservation In Urban Friange

Subak is a traditional agriculture organization in Bali which is characterized by its sociology cultural-religious on the basis of Tri Hita Karana. Philosophy of Tri Hita Karana has three concepts – that are believed that it can bring about harmony and prosperity – namely Parhyangan (the harmony between human and God), Pawongan (the harmony among human), and Palemahan (the harmony between human and environment). As its features, Subak is then viewed as core and back-up of culture in Bali. Nowdays, Subak preservation in urban fringe, such as Denpasar and Mangupura, is presumably under threat. It appears by virtue of urban fringe: (1) planning and determining and process of urban sprawl, globalization and development of tourism object near the fringe. Moreover, those threats occur because awareness in implementihg Tri Hita is getting decreased. There are five ways that can be done to preserve the existence of urban fringe: (1) planning and determming the agricultural zoning set by law, (2) free policy and incentive for member of subak, (3) strengthening institutional system of Subak, (4) policy for prevention and restoration in water-use conflict, and (5) conservation of policy at upper land area.
